SENATE CONCURRENT RESOLUTION NO. 20

Requesting the joint committee on government and finance to conduct a study relating to juvenile crime in West Virginia.

Whereas, With juvenile crime on the increase in West Virginia, many of our communities are becoming alarmed for the safety and well-being of their citizens; and
Whereas, With juvenile crime on the increase within our schools, many of our educators and school administration officials have growing concerns for the safety and well-being of not only themselves but their students; and
Whereas, With our court systems being overcome by cases involving juvenile misconduct, the manner in which juvenile crime is handled in West Virginia in our courts needs to be examined; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby requested to conduct a study relating to juvenile crime in West Virginia, involving all facets of parental, educational and judicial realms, in order to help bring misconduct of our juvenile citizens in control in West Virginia; and, be it
Further Resolved, That the joint committee on government and finance report to the regular session of the Legislature, 1997, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from the legislative appropriations to the joint committee on government and finance.
